I was recently asked why, when plugged into a PC or a powered USB hub, the iPad displays “Not Charging” even though the battery percentage continues to go up.  I did some digging and found out that:
The iPad draws up to 1100mA at 5V
The iPhone draws only 500mA at 5V
The official Standard for USB is 500mA at 5V
There are some USB Hubs that can put out “high power” – but not up to 1100mA.
There are USB devices being made specifically for charging iPads – but I haven’t’ seen any USB hubs yet.
So, even though the iPad says “Not Charging” it does charge – just more slowly.
